The story so farThe Road Traffic (Congestion Reduction) Bill was introduced in the House of Commons on 10 December 2007 by Mr Christopher Chope (Conservative). It is now at second reading in the House of Commons. Second reading is the first debate on the overall principle of the bill; if the bill clears it, detailed committee scrutiny follows.
What the bill does
This Bill would extend the Network Management Duty of local highways authorities under the Traffic Management Act 2004. It would require local highway authorities to: <br><ul><li>Minimise any congestion caused by collisions and other incidents on the highway </li><li>Ensure that such incidents were managed and cleared expeditiously </li><li>Make an annual report of such incidents, including the measures the authority took to mitigate them. </li></ul>
