A Bill to make provision about combined authorities, combined county authorities, the Greater London Authority, local councils, police and crime commissioners and fire and rescue authorities, local audit and terms in business tenancies about rent.

The story so farThe English Devolution and Community Empowerment Bill was introduced in the House of Commons on 10 July 2025 by Angela Rayner (Labour). It completed its passage through Parliament and became law as the English Devolution and Community Empowerment Act 2026, receiving Royal Assent on 29 April 2026.
