The story so farThe Credit Regulation (Child Pornography) Bill was introduced in the House of Commons on 21 July 2010 by Geraint Davies (Labour). It is now at second reading in the House of Commons. Second reading is the first debate on the overall principle of the bill; if the bill clears it, detailed committee scrutiny follows.
What the bill does
<p>This Bill would make any payment institution liable for penalties if it facilitated the payment of money for indecent images of children. The Bill does not limit its scope to the use of debit and credit cards, but card payments to internet sites responsible for delivering such images are its main target. </p><p>Credit and debit card issuers would have a legal duty to maintain full personal identity details of all their customers. A company found guilty of an offence under the proposed legislation would face an unlimited fine.</p>
