Health and Social Care Act 2012

To establish and make provision about a National Health Service Commissioning Board and commissioning consortia and to make other provision about the National Health Service in England; to make provision about public health in the United Kingdom; to make provision about regulating health and adult social care services; to make provision about publicinvolvement in health and social care matters, scrutiny of health matters by local authorities and co-operation between local authorities and commissioners of health care services; to make provision about regulating health and social care workers; to establish and make provision about a National Institute for Health and Care Excellence; to establish and make provision about a Health and Social Care Information Centre and to make other provision about information relating to health or social care matters; to abolish certain public bodies involved in health or social care; to make other provision about health care; and for connected purposes.

Now an Act of Parliament

The story so farThe Health and Social Care Bill was introduced in the House of Commons on 19 January 2011 by Mr Andrew Lansley (Conservative). It completed its passage through Parliament and became law as the Health and Social Care Act 2012, receiving Royal Assent on 27 March 2012.

What the bill does

<p>The Bill proposes to create an independent NHS Board, promote patient choice, and to reduce NHS administration costs.</p><p><strong>Key areas</strong></p><ul><li>establishes an independent NHS Board to allocate resources and provide commissioning guidance</li><li>increases GPs&rsquo; powers to commission services on behalf of their patients</li><li>strengthens the role of the Care Quality Commission</li><li>develops Monitor, the body that currently regulates NHS foundation trusts, into an economic regulator to oversee aspects of access and competition in the NHS</li><li>cuts the number of health bodies to help meet the Government's commitment to cut NHS administration costs by a third, including abolishing Primary Care Trusts and Strategic Health Authorities. </li></ul>
