That this House notes that the Police Complaints Authority has powers under section 97 of the Police and Criminal Evidence Act to make a report to the Secretary of State where there are grave concerns arising out of an inquiry; is mindful of the serious issues surrounding the death of Mrs Joy Gardner which remain unresolved; and demands that the Police Complaints Authority uses its powers to make a report to the Home Secretary on the case as a matter of urgency.
