The motion
leave out from first 'has' to end and add 'done a great service to education in England by highlighting the deficiencies in teaching of literacy in Inner London schools, and the contributions to those deficiencies made by inadequate teacher training and poor leadership by some head teachers; congratulates the Secretary of State for Education and Employment on her constructive response to his report; and reflects that the negative and repressive reaction of Labour honourable members illustrates the causes of failure by so many Labour-controlled education authorities to raise standards in schools.'.
