ACCESS TO BROADCASTING FOR PEOPLE WITH SENSORY DISABILITIES

That this House recognises the rights of people with sensory disabilities to have access to broadcasting; acknowledges that the inclusion of specific requirements for subtitling provision in licence conditions under the Broadcasting Act 1990 has resulted in greatly improved access for deaf and hard of hearing people; is concerned that the current Broadcasting Bill fails to include such provisions; and calls on the Government to bring forward amendments to current broadcasting legislation to include conditions in digital programme licences to secure the provision of comprehensive subtitling and sign language for deaf people and audio description for blind and partially sighted people on digital television programmes.
