The motion
That this House calls for the establishment of a European Code of Conduct for the production and selling of arms; calls for the inclusion of the Code of Export Guidelines and criteria for the categorisation of importing countries and common lists of arms and dual use technologies subject to regulation; calls for European Union-wide moves to end government promotion, financial support and export credit insurance for arms exports except for defensive use; and calls for the 1996 Intergovernmental Conference to amend the Treaty of Rome to extend the European Union's competence to include controls on export of arms and dual use technologies.
