The motion
That this House condemns the practice of large firms and City institutions which allow executives to avoid national insurance contributions by paying them Christmas bonuses in non-taxable goods such as racehorses, Persian carpets and exotic metals; and calls on Her Majesty's Government to close the legal loopholes which enable this to happen, and to ban accountants from selling advice on how to avoid national insurance and to put a stop to this practice which robs the welfare state of thousands of pounds of vital contributions every year.
