at end add `but questions whether any ecological tax, such as a greenfield tax, would be sufficient to curb the temptation to build in open country the bulk of 4.4 million new houses which are allegedly required by 2011; and therefore calls for new thinking and new policies to avert this unacceptable concreting over of the nation's green heritage.'.
