HEALTH AND SOCIAL SERVICES

The motion

That this House believes that only a thorough review of local authority structure, with the introduction of an independent health and social services inspectorate, can ensure full accountability and high standards in social services, and so address the issues highlighted by the Department of Health report, Better Value For Money in Social Services; and calls on Her Majesty's Government both to allow joint commissioning schemes, and to remove the restrictions on community care direct payments, to enable the over 65's to arrange their own care by agreement with the local authority, thus promoting independence and choice and providing the best value for money.
