The motion
That this House welcomes the establishment of the Criminal Records Bureau and of legislation aiming to safeguard against unsuitable people registering to work as volunteers; but notes with concern that the costs of carrying out criminal record checks may be passed on to potential new volunteers by Umbrella Registered Bodies e.g. NACYP, Girl Guides; and urges the Government to look again at this matter to ensure volunteering is encouraged, not penalised.
