FURTHER REFORM OF THE SECOND CHAMBER

That this House believes that the House of Lords should be further reformed so that it becomes more democratic and representative, and yet is in no position to challenge the primacy of the Commons; believes that the removal of the hereditary peers is essential to achieve this; is concerned, however, that reform of the Second Chamber does not stop with the removal of the hereditary peers; and therefore calls upon Her Majesty's Government to publish for consultation and pre-legislative scrutiny a draft Bill containing its further proposals for reform after the hereditary peers have been abolished, including proposals for indirect election by secondary mandate by the regions and nations of the United Kingdom.
