PROMOTING THE EDUCATIONAL ACHIEVEMENT OF LOOKED AFTER CHILDREN AND YOUNG PEOPLE

The motion
That this House recognises that looked-after children and young people have enormous talent and resilience which will only be fully developed with the utmost support of concerned adults; welcomes the requirement on local authorities to promote the educational achievement of all looked-after children and young people under the Children Act 2004; expresses serious concern that the proposed outcomes framework is far too general; and urges the Government to impose much tighter requirements to ensure that councillors and officials give the same commitment to corporate parenting as they do to their own children.
