ENERGY PERFORMANCE CERTIFICATES

That this House congratulates the Minister for Housing on her decision to introduce home information packs which include energy performance certificates, giving every homebuyer and seller information on the energy efficiency of their homes and hence providing incentives for improvements; welcomes her statement that in the long-term all development should be zero carbon and that the Thames Gateway should lead the way in achieving a national target of 60 per cent. reduction in emissions; welcomes the review of planning guidance to put renewables and micro-generation on a better footing; and looks forward to the review of building regulations and the development of affordable homes that reach Level 5 of the Code for Sustainable Homes.
