CLUSTER MUNITIONS

The motion
That this House recognises that the use of cluster munitions in Lebanon has caused unnecessary civilian harm; notes that this is part of a consistent pattern, over a 40 year period, of civilian harm during and after attacks as a result of cluster munition use, as illustrated in areas such as Afghanistan, Bosnia and Herzegovina, Cambodia, Eritrea, Iraq, Kosovo, Kuwait, Laos, Sudan and Vietnam; notes that no instruments of international law currently apply specific controls on these weapons; and calls on the UK Government to support negotiations of an international instrument to address these problems effectively.
