The motion
That this House notes with concern the number of children and young adults with behaviour problems who are placed in private homes controlled by companies like Greencorns whose staff are paid low wages and have minimum training; and urges the Department for Education and Skills to ensure that local authorities take responsibility for the strict regulation and close supervision of these homes in order to give these young people the best chance to improve behaviour and to protect local communities from disruption and harassment.
