The motion
That this House notes with concern the recent comments made by the Minister for Europe in the Financial Times that a referendum on the EU Constitution may no longer be necessary; and calls on the Government and the successor to the current Prime Minister to recognise that the people of the United Kingdom have a right to a referendum on the EU constitution however it may evolve, as promised in their election manifesto (Chapter 7, page 84) and thus are mandated to do.
