The motion
leave out from `recognises' to end and add `that there is no evidence that the downgrading of cannabis has led to increased use or harm; and believes that the effective way to protect vulnerable people and reduce dangers is to collapse the present illegal irresponsible criminal trade in cannabis by replacing it with a regulated, licensed system that can be policed and controlled.'.
