The motion

That this House notes that 30th March 2007 will be the 10th anniversary of a grenade attack in Phnom Penh, Cambodia, on a rally organised by the opposition Khmer Nation Party in which 16 people were killed and over 150 injured; further notes that in the 10 years since the attack no progress has been made by the Cambodian authorities towards bringing the perpetrators to justice and that not one arrest has been made in relation to the attack; calls on the Cambodian government to make the investigation of this unprovoked attack a priority; and urges the Cambodian government to put an end to the prevailing climate of impunity and apply the law effectively to violators of human rights and civil liberties in Cambodia.
