EUROPEAN CONSTITUTION (NO.2)

The motion

That this House notes the votes of the people of France and Holland on the European constitution in May and June 2005 respectively, which were against the adoption of a European Constitution; further notes the moves by the Chancellor of Germany, Angela Merkel, to resurrect and instigate constitutional change following this defeat; further notes the Prime Minister's commitment to holding a UK referendum on this matter, thereby giving the British people a vote on the European Constitution; further notes the Prime Minister's subsequent statement that a referendum will now no longer be necessary as the proposal is for a constitutional treaty and not a constitution; further notes that the proposed constitutional treaty will contain many of the constitutional changes contained within the original constitutional document; and therefore calls on the Prime Minister to ensure that the British people will have a full say on whether they wish the UK to sign up to those constitutional changes via a referendum.
