leave out from 'House' to end and add 'observes that the Parliamentary Under-Secretary for Wales has said that the role of local councils has changed to one of enabling, with housing associations taking the lead in providing new social housing; notes that Welsh housing associations are on target to complete 3,000 new houses this year; and calls on all Welsh Labour honourable Members to produce evidence for their allegations to the contrary.'.
