The motion

That this House notes that the 10 per cent. starting rate of income tax on earned income will be abolished on 5th April 2008; further notes the report by Community Links, the Low Incomes Tax Reform Group and the Child Poverty Action Group entitled Interact: benefits, tax credits and moving into work, which was published in December 2007; further notes that the authors of this report believe that some people on low income will pay more tax as a result of the abolition of the 10 per cent. starting rates; and calls upon the Government to make changes to the tax regime to ensure that those on low incomes pay less tax.
