Training Expenditure - Mutual Aid Centre Managing Agency

The motion

That this House notes that Inner City Training Ltd. and City Training Link are in receipt of Training Agency funds to deliver Employment Training, and in the period 18th May 1988 to 31st March 1989 received a total of ú797,432 from the Manpower Services Commission and Training Agency; acknowledges the fact that Inner City Training Ltd. has been taken over by Maund and Grove Ltd. and views with concern the transfer of assets of ú43,043 and grants of ú48,780 from Mutual Aid Centre Managing Agency to Inner City Training Ltd.; is concerned that D. Kotze, I. Mans, R. Fazakerley and V. Marshall, now Directors of either Inner City Training Ltd. or City Training Link were previously directors of Mutual Aid Centre Managing Agency which went into receivership in August 1989; is further concerned that Maurice Machin and John Boakye, directors of Mutual Aid Centre Managing Agency at the time, were investigated by the Fraud Squad, prosecuted and subsequently convicted of fraudulent activities; questions to what extent the debt of ú67,000 owing to the Training Agency has been repaid as well as the other outstanding debts amounting to ú65,000; is anxious that, from the directors' report presented to a meeting of creditors by Mutual Aid Centre Managing Agency on 22nd August 1989, the Fraud Squad were requested to examine the position, whereupon it became apparent that possibly ú250,000 to ú500,000 may have been misappropriated; and calls upon the Department of Employment to make a full inquiry.
