INTERNATIONAL POLICY ON SUDAN

The motion
That this House notes the fourth anniversary of the Comprehensive Peace Agreement (CPA) between North and South Sudan that ended decades of brutal civil war; welcomes the Chatham House report entitled Against the Gathering Storm which highlights the risk of renewed civil war in Sudan if the CPA breaks down; underlines the need for international supporters of the CPA to engage urgently and multilaterally with a new approach that draws together the problems in Darfur with those in all other regions of Sudan; urges the parties to the agreement and its international guarantors to push the CPA beyond operational implementation by moving forward provisions on root causes of the conflict such as land, national reconciliation and local governance; and calls on the Government and its international partners to adopt a consistent and coherent policy towards Sudan that takes into account the country's interlocking conflicts and ensures free and fair elections in 2009.
