RECYCLING WASTE INTO FUEL AND THE ENVIRONMENTAL PERMITTING (ENGLAND AND WALES) REGULATIONS 2007

That this House commends the technological advances that have been made in the renewable energy industry in order to recycle waste into fuel; acknowledges that end of waste fuels that have passed the stringent Carnwath test should be treated as a virgin fuel; notes with concern that despite end of waste fuels manufactured from used cooking oil being more environmentally friendly, they are subject to much heavier and more costly regulation under the Environmental Permitting (England and Wales) Regulations 2007 than the combustion of the most polluting fossil fuels; further notes that this is due to the legislation not incorporating the end of waste criteria; further notes that this acts as a disincentive for the British renewable technology industry and risks putting the UK at a disadvantage in relation to its European counterparts; and therefore calls on the Government to update the Environmental Permitting (England and Wales) Regulations 2007 to incorporate the end of waste concept.
