The motion
That this House warmly welcomes the award of the 2009 Nobel Peace Prize to President Obama; recalls his historic speech at Hradcany Square in Prague on 5 April 2009 when he announced to acclamation that `as the only nuclear power to have used a nuclear weapon, the United States has a moral responsibility to act. We cannot succeed in this endeavour alone, but we can lead it, we can start it. So today, I state clearly and with conviction America's commitment to seek the peace and security of a world without nuclear weapons'; further welcomes his announcement on 17 September 2009 that the United States was cancelling the deployment of missile defense technology in Poland and the Czech Republic, and the positive response from the government of the Russian Federation; notes the subsequent steps taken by the US administration and Russian government on the next bilateral round of nuclear arms reduction talks; recognises the historic United Nations Security Council session on 24 September 2009, uniquely chaired by the United States President, unanimously agreed Resolution 1887 that committed all member states, including all of the five nuclear weapons states on the Security Council, to resolve to `seek a safer world for all and to create the conditions for a world without nuclear weapons'; therefore concurs with the Nobel Prize Committee citation that President Obama's vision of a world free from nuclear arms has powerfully stimulated disarmament and arms control negotiations; and calls on the Government actively to support the US administration in this mission.
