CITIZEN'S CHARTER

The motion
That this House warmly welcomes the continuing development of the Citizen's Charter, which by ensuring both greater efficiency and awareness of the needs of the public, will revolutionise the quality of the country's public services, congratulates the Prime Minister upon the lead he is giving to the Charter, particularly upon the new Chartermark and Charterline schemes launched on 27th January; notes the increasing interest abroad, particularly in the United States of America in this important British initiative; condemns the attitude to the Charter of the Leader of the Opposition as further evidence of his disdain for the consumer and his party's dependence upon public sector union support; recognises steps taken by health authorities, government departments, Customs and Excise, British Rail and many others who are already promoting the higher standards inherent in the Charter, and looks forward to its further extension into every field of British public services.
