ORGANIZATION FOR SECURITY AND CO-OPERATION PARLIAMENTARY ASSEMBLY

That this House recognises the service of Mr R. Spencer Oliver who, after 22 years as a staff member of the US Congress, was chosen as the only Secretary General of the Parliamentary Assembly of the Organization for Security and Co-operation in Europe in 1992 by the first Bureau meeting; believes that after 18 years in post he merits a communal thank you and retirement party; and invites Mr Speaker to suggest to the Speakers of the other Parliaments and National Assemblies that a joint declaration of thanks should be presented to him.
