POLITICAL SITUATION IN UGANDA

That this House welcomes the unanimous decision by the Ugandan Constitutional Court that the November 2006 court siege by armed commandos during the trial of the main opposition leader Dr Kizza Besigye and the alleged People's Redemption Army rebels, violated their basic rights and contravened the provision of the constitution; notes the court ruling that no further charges may be brought against Dr Besigye in any court, civilian or military, in relation to his alleged rebel activities; congratulates Dr Besigye on his election as the joint opposition presidential candidate in theMarch 2011 election; regrets the decision of some Ugandan political parties not to join the inter-party co-operation; recalls the appalling violence that marred the December 2007 election in neighbouring Kenya; and calls on the Government to work with its allies in the European Union and the Commonwealth to persuade Uganda's authorities to constitute a non-partisan electoral commission in order to ensure afree, fair and peaceful election.
