The motion
That this House welcomes last winter's 30 per cent. drop in excess deaths in the coldest winter since 1995; notes the Office for National Statistics' explanation that seasonal influenza deaths fell, probably replaced by the remarkably mild swine influenza cases that caused only 150 UK deaths when 65,000 were expected and only 18,000 worldwide when four to seven million were expected; and expects a less hysterical response to future threatened pandemics.
