The motion
That this House believes that convicts are liable to a range of elements in sentencing; recognises that Parliament should decide after consideration and after debate the penalties or penance appropriate for protection, punishment and rehabilitation; notes that up to a third of men have by the age of 30 years been convicted of an offence for which they could have been sentenced to six months or more in prison; and rejects the continuation of a blanket ban on registration for voting in national elections for convicted prisoners.
