The motion
That this House believes there is an urgent need for a culture change within Whitehall to encourage policy makers to think small first when it comes to introducing employment regulation; notes that the volume and complexity of employment regulation is stifling job creation and economic growth; and calls on the Government to introduce a moratorium on employment regulation throughout 2011.
