The motion
That this House believes that there should be a real financial incentive for British universities not to accept donations from foreign dictatorships, especially regimes in the Middle East with a poor record on human rights; and therefore calls on the Government to introduce a mechanism whereby for every 1 that a university receives in donations from a totalitarian or despotic regime, such a Libya,1 shall be withdrawn from that university in publicsubsidy.
