BBC PANORAMA REPORT ON ABUSE OF PEOPLE WITH LEARNING DISABILITIES

The motion

That this House was shocked by the recent BBC Panorama report broadcast on 31 May 2011 which exposed appalling abuse of people with learning disabilities in the Winterbourne View residential home; is aware of the existence in the UK of the Association for Real Change, a membership organisation for providers of services to people with a learning disability, which requires all its members to sign up to a code of practice which promotes high quality support in their centres; notes that legislation is urgently required to ensure that at the heart of any UK social care legislation or guidelines must be the commitment to thehuman rights of people with learning disabilities together with a guarantee that such citizens receive the high quality support they need to live their lives in the way they want; and calls on the Government to examine carefully its Social Care White Paper to ensure this applies.
