The motion
leave out from 'House' to end and add 'warmly congratulates the Secretary of State for Health on providing an ex gratia compensation package for those NHS patients who received blood transfusions infected with the HIV virus, thus relieving them and their families of financial uncertainty; recognises that the HIV contamination of Factor VIII blood products as used by haemophiliacs and of blood used for transfusion was a unique tragedy in the history of the Health Service, and that the cost of compensation must be taken into account before any general no-fault claims are made for an alternative compensation scheme; and believes that new testing procedures should totally eliminate any recurrence of the tragedy.'.
