MINISTERIAL RESPONSIBILITIES

That this House believes Ministers who cannot control their Departments should not run Government Departments; further believes that Ministers have ultimate responsibility for their Departments and should not seek scapegoats from the Civil Service; notes that there is a long tradition of Ministers who fail doing the honourable thing and stepping down; and calls on all the Ministers who fail in this Government to be honourable and step down.
