HEAD PROTECTION ON BUILDING SITES

That this House is greatly concerned by the proposals to revoke the Construction (Head Protection) Regulations; notes that the Health and Safety Executive (HSE)is undermining its own formal consultation by soliciting specific responses from small contractors; is further concerned that the HSE, prior to the consultation deadline, has made a decision to revoke the CHP Regulations and is now looking for evidence to support this decision; further notes that the Lfstedt Report states that revocation should only be pursued if it does not result in reduced protection and reduced awareness of the importance of head protection; further notes the positive impact of the CHP Regulations with the average number of construction deaths from head injury having fallen from 48 to 14 a year since their introduction; is concerned that repealing the CHP Regulations sends the message that head protection is no longer necessary; and calls on the Government to reconsider revoking the CHP Regulations that have protected construction workers from injury and death.
