The motion
Leave out from 'May' to end and add ', notes that the dramatic Conservative victories indicate that the people of Southend on Sea were sickened by the high spending, waste and misleading propaganda of the SLD, which transformed the borough from being a well-managed low-cost authority to a badly managed high-cost national laughing-stock; and congratulates the new Conservative council not only on its speedy reduction in the community charge of ú42 per head but also on its environmental initiatives, including the decision to make waste paper collection a responsibility of its privatised cleansing service.'.
