SCALING OF NATIONAL INSURANCE CONTRIBUTIONS

That this House believes that the scaling of national insurance (NI) contributions discriminates against middle-income families and lower earners; notes that people on incomes of between £7,592 and £42,484 per annum pay NI contributions of 12 per cent while, for those earning more, the rate on the excess falls to 2 per cent; further notes that again the poorer paid are subsidising the richer earners in society; and calls on the Government to end this discrimination by making high earners pay the same percentage contribution across their incomes as the lower paid already do.
