The motion

That this House notes that the number of people using stop smoking services has decreased by over 50 per cent in the last five years due to the emergence of e-cigarettes and other tobacco alternatives; further notes that a market-based solution is the chief reason for this decline rather than the taxpayer-funded health campaigns; notes the recent comments of the Local Government Association on this issue stating spending large volumes of money on a service people are not using will fast undermine the cost-effectiveness of providing it; and calls on the Government and on all local authorities to review such services in light of these findings to ensure that they still represent value for money.
