LABOUR MARKET ENFORCEMENT

That this House notes with deep concern the findings of the recent research report by Middlesex University Business School, Unpaid Britain: wage default in the British labour market, that at least two million workers experience non-payment of wages or holiday pay each year and that those unpaid wages amount to at least £1.3 billion per year and the unpaid holiday pay to at least £1.8 billion per year; further notes that the non-payment of holiday pay was also identified as a serious and widespread problem by the Taylor Review of Modern Working Practices, published in July 2017; supports the Taylor Review's recommendation that HM Revenue and Customs should take responsibility for enforcing holiday pay and statutory sick pay, alongside the minimum wage; further supports the Taylor Review's recommendation that the Government should consider whether non-payment of wages should also be enforced by the state; and calls on the Director of Labour Market Enforcement, Sir David Matcalf, to address these research findings and policy recommendations in his forthcoming strategy for improving enforcement of workplace rights.
