AMENDMENTS TO CLAUSE 11 OF THE EUROPEAN UNION (WITHDRAWAL) BILL

That this House condemns the Labour Welsh Government's decision to kowtow to the Government's amendments to Clause 11 of the European Union (Withdrawal) Bill; notes that, if this is a sign of Government-Welsh Government negotiations to come, the final UK wide frameworks will not bode Wales well; confirms that, following the publication of the amendments, it is beyond any doubt that Clause 11 is a powergrab; regrets that consent, lack of consent, or refusal of consent will always count as permission for the Government to overrule Wales in devolved areas; disapproves of the legislative restrictions that will be placed on the devolved parliaments in devolved areas when the Government has never proposed, and has indicated it could not accept, such a legal constraint for England; further notes that the 24 areas of devolved policy subject to a powergrab outlined in the intergovernmental agreement is not a finite number; notes that the Minister for the Cabinet Office has admitted the number of policy areas could increase; and calls on the Government to retract its amendments with immediate effect and delete Clause 11 from the European Union (Withdrawal) Bill in its entirety.
