PERMITTED DEVELOPMENT RIGHTS

The motion

That this House acknowledges the detrimental effect of Permitted Development Rights on troubled families, local authorities and services; recognises that under the expanded legal loophole, individuals and families with additional needs are being displaced from London boroughs and moved into office conversion properties of poor quality outside of London; notes that this is being carried out without notification or financial support to local authorities; further notes the pressure that the influx of families with specialist needs is placing on local services, including schools and mental health services; and therefore urges the Government to introduce a mandatory protocol for the notification of receiving authorities, as well as the funding to provide the care that these families and individuals so require.
