The Census and Residential Leaseholders

That this House questions whether a residential leaseholder is to be classified in the National Census as 'Owns . . ' which they do not; 'Rents' which is not what a leaseholder is thought to pay; asks the National Statistician to issue guidance; and asks that in future leaseholders and commonholders can clearly answer a question about their status.
