Refugee homelessness and the asylum move-on period

The motion
That this House notes with concern reports that the number of refugee households in England who are homeless or at risk of homelessness has increased fivefold in four years, rising from 3,560 in 2021-22 to 19,310 in 2024-25; further notes evidence from charities and local authorities that this rise is linked to the reduction of the move-on period for newly recognised refugees from asylum accommodation from 56 days to 28 days, leaving many insufficient time to secure housing and employment; recognises that faster decision-making in the asylum system, while welcome, must be matched by adequate transition support to prevent destitution and rough sleeping; expresses concern that the current arrangements place additional pressure on already stretched local councils and homelessness services; recalls that the previous 56-day move-on period pilot was reported to reduce homelessness and give refugees a fair opportunity to rebuild their lives and contribute to their communities; and calls on the Government to reinstate and make permanent a minimum 56-day move-on period for all newly recognised refugees.
