International Humanitarian Law

The motion

That this House notes the Geneva Academy of International Humanitarian Law and Human Rights’ report finds that international humanitarian law is at a critical breaking point; further notes that civilian deaths during armed conflicts in 2024 and 2025 were in excess of 100,000, and that conflicts including in Gaza, Ukraine, the Democratic Republic of the Congo, and Sudan have seen the widespread targeting of civilians, torture, and sexual and gender-based violence; expresses deep concern at the report’s statistic that 18,592 children have been killed in Gaza; further expresses concern at the scale of these violations and the rampant impunity for those responsible; urgently calls on the Government to address widespread impunity for serious violations of international law as a policy priority and to adopt the report’s recommended safeguards to reduce the number of war crimes; and urges the Government to uphold international law.
