Escalating settler violence in the West Bank

The motion
That this House expresses grave concern at the surge of violence by Israeli settlers across the occupied West Bank, including arson, violent assaults, vandalism, and intimidation targeting Palestinian homes, vehicles, and public infrastructure in al-Fandaqumiya, Seilat al-Dahr, Masafer Yatta, Qaryout, Jaloud, Haris, Rawabi, Tuqou, and other locations; notes that Israeli forces were present but failed to prevent or stop the attacks; further notes that these incidents form part of a broader pattern of forced displacement and restrictions on Palestinian movement and rights, which international human rights organisations warn may constitute apartheid and systematic domination under international law; recognises UN reports documenting tens of thousands of Palestinians displaced due to settler expansion and related violence; expresses concern at the lack of accountability for perpetrators of settler attacks, including violent assaults, sexual abuse, and property destruction; calls on the Government to ban all trade with Israel, impose travel bans and asset freezes on all those responsible for these crimes, to urge Israel to fulfil its obligations under international humanitarian and human rights law, and to take urgent measures to protect Palestinian civilians; and further calls for accountability and sustained international attention to safeguard the rights and security of Palestinians in the occupied Palestinian territory.
