The motion
That this House believes that all new homes should be built to a zero carbon standard; urges the Secretary of State for Housing, Communities and Local Government to grant local councils and national park authorities the powers to enforce the future home standard for all new homes; calls for all new houses to be built to a minimum standard of producing 75% to 80% lower CO2 emissions than homes currently being built; further calls for all new homes to be built with solar panels; and recognises the need to cut energy bills and carbon emissions as a matter of great urgency.
