Pet-inclusive homelessness and temporary accommodation

The motion
That this House recognises that increasing numbers of people experiencing homelessness are forced to choose between accessing accommodation and keeping the pets that provide companionship, emotional support, stability and safety; notes that people choose to sleep rough, sofa surf or remain in unsafe circumstances rather than surrender their animals; acknowledges that this is a preventable barrier to accessing housing and support; further notes the campaign led by Street Paws calling for social landlords, shelters and temporary accommodation providers not to unreasonably refuse pets where a suitable risk assessment demonstrates this to be safe and appropriate; believes that such a change is practical, proportionate and achievable without significant additional funding or new legislation; recognises the important role that pets can play in supporting mental wellbeing, reducing loneliness and helping people maintain stability during periods of crisis; also notes that exclusionary pet policies can prolong homelessness and place additional pressure on local authorities and frontline services; welcomes the successful adoption of pet-inclusive approaches in a number of areas, including Greater Manchester, demonstrating that such policies can be implemented safely and effectively; further welcomes the cross-party support shown for this campaign by Members of both Houses, housing professionals, animal welfare organisations and public figures; commends the work of Street Paws in supporting people experiencing homelessness and their animals; and calls on the Government to work with local authorities, housing providers and homelessness charities to promote clear, consistent and evidence-based guidance to ensure that no-one is denied access to accommodation for having a pet.
